I have it on good authority that there's an algorithm they apply resulting in each song getting an overall score and thus its place in the final list.
For each song you just work it out like this ...
(Technical Prowess Displayed + Chart Status + Total Album Sales/# Of Lingerie Items Thrown on Stage) x Total # Of Tracks Recorded by Eric Clapton + Jimi Hendrix Ever
